Abstract

The research aims to analyze the impact of local government original Revenue (pad), general allocation fund (dau), special allocation fund (dak), Financing surplus budget (silpa), and broad of region to the capital expenditure budget allocation. The object under study is a local government district / city in Indonesia with the period 2010-2014. The sampling method used in this study using proportional sampling method with sample size using slovin formula with a significance level of 5%. Data were analyzed using panel data regression methods and processed with eviews program version 9. Statistical tests showed that simultaneously pad, dau, dak, silpa, and broad of region to the capital expenditure budget allocation. But only partially pad, dau, and silpa that affect positively and significant to the capital expenditure budget allocation. While dak and broad of region and that affect negatively and significant to the capital expenditure budget allocation. The results of this study indicate that, all independent variables can explain the variance in the dependent variable 68,38% based on the adjusted r-square. The research also shows that dau variable is the most dominant variable affect the capital expenditure budget allocation. Keywords : Local Government Original Revenue, General Allocation Fund, Special Allocation Fund, Financing Surplus Budget, Broad Of Region, The Capital Expenditure Budget Allocation, Panel Data, Eviews Penelitian ini bertujuan untuk menganalisis pengaruh Pendapatan Asli Daerah (PAD), Dana Alokasi Umum (DAU), Dana Alokasi Khusus (DAK), Sisa Lebih Perhitungan Anggaran (SiLPA), dan luas wilayah terhadap alokasi anggaran belanja modal. Objek yang diteliti adalah pemerintah daerah kabupaten/kota seIndonesia dengan periode tahun 2010-2014. Metode penentuan sampel yang digunakan dalam penelitian ini menggunakan metode proporsional sampling pada besaran sampel menggunakan rumus slovin dengan tingkat signifikansi 5%. Data tersebut dianalisis dengan metode regresi data panel dan diolah dengan program EViews versi 9. Hasil pengujian statistik menunjukkan bahwa secara simultan PAD, DAU, DAK, SiLPA, dan luas wilayah terhadap alokasi anggaran belanja modal. Namun secara parsial hanya PAD, DAU, dan SiLPA yang berpengaruh secara positif dan signifikan terhadap alokasi anggaran belanja modal. Sedangkan DAK dan luas wilayah berpengaruh negatif dan tidak signifikan terhadap alokasi anggaran belanja modal. Hasil penelitian ini menunjukkan bahwa, seluruh variabel independen dapat menjelaskan variansi pada variabel dependen sebesar 68,38% berdasarkan adjusted R square. Penelitian ini juga menunjukkan bahwa variabel DAU merupakan variabel yang paling dominan berpengaruh terhadap alokasi anggaran belanja modal.
