Abstract

This research aims to understand how Balance Scorecard is applied in Water Supply Company in Central Java. The company used in this research is a local government owned company that has profit and social contribution responsibility. Performance becomes important issue in this type of company, both in financial performance and non-financial performance term. And then, Balance Scorecard is selected as the performance measurement tool. Balance Scorecard that usually used mostly in profit oriented companies is then modified and utilized in Water Supply Company that has both profit and social orientations. And then categorized each company in term of healthiness by classified and accumulated the result score of the four performance measurement of the company financial performance and non-financial performance term. This research applies qualitative approach and descriptive approach, data collected done by using deep observation from secondary data of BPPSPAM 2015 Performance Report in which the 35 Water Supply Company of Central Java. The result shows that four perspectives of Balance Scorecard are modified into four types of performance which are financial performance, service performance, operation performance, and human resources performance. This performance measurement is used to classify each Water Supply Company performance in term of healthiness. Moreover, this performance measurement becomes an important observation tool to see the trend of performance improvement by looking at the healthiness category each year.
