Abstract

The development plan is one of the guidelines for every country. This plan is related to all aspects, one of which is tourism. Banyumas is a regency in Central Java. This district has several tourist destinations, starting from pioneering, developing, to advanced. One of the developing tourist villages in Banyumas is Gerduren Village. This village was developed by three stakeholders. The focus of this research is the development of the LPPSLH. LPPSLH or Lembaga Penelitian dan Pengembangan Sumber Daya dan Lingkungan Hidup is one of the non-governmental organizations in Banyumas. This institution was formed in 1981 with the aim of empowering and making the community independent through the potential of the local area. The purpose of this study is to describe the strategies, inhibiting factors and driving factors of community empowerment in the development of tourist villages in Gerduren Village, Purwojati, Banyumas by LPPSLH. This study uses the theory of community empowerment in phenomenology. This research method uses descriptive qualitative through in-depth interviews. The results of the study showed that there were four strategies carried out by LPPSLH, among others; tourism potential exploration, community outreach, community training, and providing facilities for supporting tourist villages. Behind that, there are several inhibiting factors, namely the low awareness of human resources and the lack of development funds. Meanwhile, the driving factor is the existence of natural resources, local cultural wisdom, and support from the local government. Finally, this empowerment can improve the economy, traditional culinary, and traditional arts.
