Abstract

Peningkatan Pengemis, Gelandangan dan Orang Terlantar (PGOT) di Kabupaten Purbalingga disebabkan permasalahan yang kompleks seperti kemiskinan, rendahnya tingkat pendidikan, rendahnya keterampilan kerja dan kultur masyarakat yang memberikan uang atau barang kepada PGOT. Keberadaan PGOT juga sering mengganggu keamanan masyarakat dan ketertiban umum karena ulahnya yang sering memaksa dan meminta uang atau barang serta menimbulkan ketidaknyamanan masyarakat dan melakukan berbagai cara untuk menarik belas kasihan orang dengan menggunakan perantara anak balita mereka. Oleh karena itu, dibutuhkannya peran DINSOSDALDUK KB PPPA Kabupaten Purbalingga sebagai instansi yang bertanggungjawab atas permasalah sosial. Dalam penanganan PGOT DINSOSDALDUK KB PPPA dan bekerjasama dengan Rumah Singgah Dharma Perwira Kabupaten Purbalinga. Namun dengan seiringnya baru berdiri dan beroperasi rumah singgah terdapatnya Pandemi COVID-19 yang menyebabkan terjadinya pembatasan penaganan PGOT. Tetapi setelah meredanya pandemi PGOT pelayanan yang diberikan masih sama seperti pandemi. Pada saat observasi awal terdapat permasalahan yang dihadapi seperti banyaknya masyarakat yang memberikan uang atau barang kepada PGOT, tidak terdapatnya program di Rumah Singgah Dharma Perwira, kurang tegasnya Satpol PP dan kurangnya koordinasi serta bimbingan lanjut setelah di rehabilitasi. Berdasarkan hal tersebut peneliti terdorong untuk mendeskripsikan Kinerja DINSOSDALDUK KB PPPA Kabupaten Purbalingga da faktor dalam Penanganan PGOT menggunakan teori dari Dwiyanto. Metode yang digunakan adalah metode kualitatif deskriptif. Lokasi penelitian berada di DINSOSDLADUK KB PPPA Kabupaten Purbalingga. Sasaran dalam penelitian ini yaitu kabid dan staf rehabsos, pengelola rumah singgah, Satpol PP dan PGOT. Metode analisis data menggunakan analisis interaktif dari Miles, Hurberman dan Saldana. Hasil penelitian menunjukan kinerja DINSOSDALDUK KB PPPA Kabupaten Purbalingga dalam penanganan PGOT sudah berjalan dengan baik. Hal tersebut dilihat dari kualitas layanan, responsivitas, responsibilitas dan akuntabilitas. Namun untuk produktivitas belum tercapinya tujuan dan output yang dikeluarkan masih sedikit. Selain itu, penelitian ini menemukan beberapa penghambat seperti kurangnya dan kemampuan SDM, kerusakan Fasilitas dan keterbatasan anggaran. Serta faktor pendukung telah terdapat beberapa pihak untuk kerjasama dalam penanganan PGOT. Kata Kunci: Kinerja, Pengemis, Gelandangan dan Orang Terlantar SUMMARY The increase in Beggars, Vagrants and Displaced Persons (PGOT) in Kbupaten Purbalingga is due to complex problems such as poverty, low level of education, low work skills and the culture of people who give money or goods to PGOT. The existence of PGOT also often disturbs public security and public order because of its actions that often force and ask for money or goods and cause public discomfort and do various ways to attract people's mercy by using intermediaries for their toddlers. Therefore, the role of DINSOSDALDUK KB PPPA Purbalingga Regency is needed as an agency responsible for social problems. In handling PGOT DINSOSDALDUK KB PPPA and in collaboration with Dharma Officers' Shelter House of Purbalinga Regency. However, along with the establishment and operation of the halfway house, there was the COVID-19 Pandemic which caused restrictions on PGOT treatment. But after the PGOT pandemic subsided, the services provided were still the same as the pandemic. At the time of initial observation, there were problems faced such as the number of people who gave money or goods to PGOT, the absence of programs at the Dharma Officer Shelter, the lack of firm Satpol PP and the lack of coordination and further guidance after rehabilitation. Based on this, researchers are encouraged to describe the performance of DINSOSDALDUK KB PPPA Purbalingga Regency and factors in PGOT handling using Dwiyanto's theory. The method used is a descriptive qualitative method. The research location is in DINSOSDLADUK KB PPPA Purbalingga Regency. The targets in this study are kabid and staff of rehabsos, halfway house managers, Satpol PP and PGOT. The data analysis method uses interactive analysis from Miles, Hurberman and Saldana. The results showed that the performance of DINSOSDALDUK KB PPPA Purbalingga Regency in handling PGOT has been running well. This is seen from the quality of service, responsiveness, responsibility and accountability. However, productivity has not been achieved and the output issued is still small. In addition, this study found several obstacles such as lack and ability of human resources, damage to facilities and budget constraints. As well as supporting factors, there have been several parties to work together in handling PGOT. Keywords: Performance, Beggars, Vagrants and Displaced Persons
