Abstract

Industri perikanan Thailand mendapatkan sorotan dari dunia internasional dalam beberapa tahun terakhir sejak ditemukannya sejumlah kasus perbudakan modern yang menimpa para pekerjanya. Perbudakan modern yang terjadi dalam industri ini berkaitan dengan perdagangan manusia, kerja paksa, dan jeratan utang. Kegagalan dan ketidakseriusan pemerintah Thailand dalam menangani isu perbudakan modern membuat sejumlah NGO lokal dan internasional yang bergerak di bidang ketenagakerjaan dan kelestarian lingkungan membentuk sebuah koalisi bernama CSO Coalition untuk turut bergerak untuk membantu menangani isu ini. Penelitian ini bertujuan untuk menganalisis bagaimana strategi advokasi yang dilakukan oleh CSO Coalition dalam menangani kasus perbudakan modern di industri perikanan Thailand pada tahun 2016-2022 dan bagaimana pengaruhnya bagi penanganan isu dengan menggunakan konsep Transnational Advocacy Network (TAN) dari Keck dan Sikkink. Metode yang digunakan dalam penelitian ini adalah metode penelitian kualitatif dengan data sekunder sebagai sumber data penelitian.Hasil penelitian menunjukkan bahwa upaya advokasi oleh CSO Coalition telah menggunakan empat strategi advokasi dari TAN, yaitu politik informasi, politik simbolik, politik pengaruh, dan politik akuntabilitas. Namun, pengaruh dari strategi tersebut baru sampai pada tahapan pengaruh keempat yaitu pengaruh terhadap kebijakan negara. Thailand's fishing industry has received international attention in recent years since the discovery of a number of cases of modern slavery affecting its workers. Modern slavery that occurs in this industry is related to human trafficking, forced labor and debt bondage. The Thai government's failure and lack of seriousness in dealing with the issue of modern slavery has prompted a number of local and international NGOs working in the fields of employment and environmental sustainability to form a coalition called the CSO Coalition to take part in helping deal with this issue. This research aims to analyze the advocacy strategy carried out by the CSO Coalition in handling cases of modern slavery in the Thai fishing industry in 2016-2022 and how it affects the handling of the issue using the Transnational Advocacy Network (TAN) concept from Keck and Sikkink. The method used in this research is a qualitative research method with secondary data as the research data source. The research results show that the advocacy efforts by the CSO Coalition have used four advocacy strategies from TAN, namely information politics, symbolic politics, influence politics, and accountability politics. However, the influence of this strategy has only reached the fourth stage of influence, namely the influence on state policy.
