Abstract

Background of the research stems from the Garut regency earthquake disaster in April 2024, a public commotion caused by mass media reports regarding the lembang fault. Prior to the earthquake, the public had been warned by the National Research and Innovation Agency (BRIN) and the Meteorology, Climatology, and Geophysics Agency (BMKG) about the earthquake hazard due to lembang fault activity, which would generate significant force and cause substantial damage to homes and public safety. Based on this, this study aims to explore the role of the BMKG Public Relations Center in utilizing Instagram and X social media as an effort to minimize information uncertainty and realize earthquake disaster mitigation in Garut regency. Furthermore, this research employs the Media Dependency Theory, proposed by Melvin DeFleur and Sandra Ball-Rokeach, to analyze the research findings. This study uses a constructivism paradigm, a descriptive qualitative method, and utilizes various data collection techniques such as observation, interviews, journals, books, and several supporting documents as tools to obtain research data. The research findings obtained by the author indicate that the BMKG Public Relations Center disseminates disaster information as an action to build non-structural mitigation for the community. The information delivery implemented by the BMKG Public Relations Center is packaged attractively and educationally. The BMKG Public Relations Center utilizes Instagram and X social media as communication channels to disseminate disaster information according to planned targets. The utilization of Instagram and X social media aims not only to increase trust but also to realize community involvement in minimizing disaster risks. Overall, the analysis results of this study state that the BMKG Public Relations Center plays a fundamental role in building non-structural mitigation for the community.
