Abstract
Local government expenditure (LGE) is a strategic instrument to measure a political commitment in addressing local public needs. Ideally, LGE in particular for development allocation is determined with a proper portion. Ironically, most of local governments expend their local expenditure for financing apparatus salary. As a consequence, public is not able to benefit from LGE particulary the poor group. Base on this issue, this study was aimed at analysing patterns of LGD after the implementation of Law No. 32/2004 on Local Government. By using secondary data, this study selecting Kebumen Local Goverment as a research sample found that LGE is dominated for apparatus expenditure. On the contrary, capital expenditure representing development invesment for fulfilling public needs showed insignifantly unchanged proportion over last five years (2005-2009) after the implementation of regional autonomy law. Overwhelming number of local government apparatus for last five years was one of the triggers. As a consequence, some development issues such as poverty alleviation and level of public health quality are neglectful
