Abstract

Pembangunan sumber daya manusia yang berkualitas merupakan kunci utama dalam membangun negara dan menjadi amanah konstitusi yang harus dilaksanakan. Pembangunan berkelanjutan tersebut merupakan bagian dari komitmen global yang terdapat pada konsep Sustainable Development Goals (SDG’s), dimana dalam tujuan kedua adalah fokus pada menghilangkan kelaparan dan pemenuhan gizi bagi anak sebagai fokus utama guna meningkatkan kesejahteraan bangsa. Namun, tingginya angka kemiskinan dan stunting di Kabupaten Brebes menunjukkan peningkatan kasus pada tahun 2022-2024 ditengah berbagai Upaya intervensi dan program penanganan. Tujuan penelitian adalah untuk menganalisis mengapa terjadi peningkatan dan merefleksikan kerapuhan politik kesejahteraan di Kabupaten Brebes dalam menangani stunting. Penelitian ini menggunakan metode kualitatif, metode cross case analysis, dengan memilih Lokasi penelitian di Kecamatan Bulakamba dan Kecamatan Paguyangan. Penelitian ini juga mengkaji Teori politik kesejahteraan dari Karl Polanyi dan Politics of care atau politik perawatan dari Joan C Tronto. Hasil penelitian menunjukkan adanya peningkatan kasus stunting tahun 2022-2024 ditengah berbagai upaya intervensi, terjadi dikarenakan program penanganan stunting tidak didukung dengan praktek kepedulian yang baik didalamnya. Program dijalankan hanya sebagai pelaksanaan program kerja, namun belum benar-benar menyelesaikan permasalahan stunting. Kata Kunci : Stunting, Pembangunan, Politik kepedulian, Kesejahteraan, Intervensi, The development of high-quality human resources is a fundamental pillar of nation-building and constitutes a constitutional mandate that must be fulfilled. Such sustainable development is part of a global commitment embodied in the Sustainable Development Goals (SDGs), particularly Goal 2, which emphasizes the elimination of hunger and the fulfillment of adequate nutrition for children as a foundation for improving national welfare. However, the persistently high levels of poverty and the increasing prevalence of stunting in Brebes Regency during the period 2022–2024, despite various intervention efforts and programs, indicate structural challenges in policy implementation. This study aims to analyze the factors contributing to the increase in stunting cases and to reflect on the fragility of welfare politics in addressing stunting in Brebes Regency. This research employs a qualitative approach using the cross case analysis, with Bulakamba District and Paguyangan District selected as the research locations. The study also examines welfare politics theory as articulated by Karl Polanyi and the concept of politics of care proposed by Joan C. Tronto. The findings reveal that the increase in stunting cases during 2022–2024 occurred despite multiple interventions, primarily due to the absence of substantive care practices embedded within the implementation of stunting reduction programs. These programs were largely executed as administrative obligations rather than as comprehensive efforts to effectively address the root causes of stunting.
