Abstract

The amendments to the Criminal Code in Law No. 1 of 2023 bring about changes, namely the adjustment of criminal law to moral values, social developments, and the needs of today's society. This study aims to examine the formulation of moral offenses in the Criminal Code of Law No. 1 of 2023 and the development of the formulation of moral offenses in the Criminal Code of Law No. 1 of 2023. This study uses a normative juridical approach, with secondary data from literature studies analyzed using qualitative normative analysis. The regulation of indecency offenses in the Criminal Code Law Number 1 of 2023 is formulated in a more structured and systematic manner in Chapter XV (Articles 406–427), covering not only sexual immorality but also behavior that disturbs public order and moral values, thus demonstrating renewal and adjustment to developments in social norms and values compared to the 1946 Criminal Code.
