Abstract

This research investigates the zoning-based educational policy's implications for new student admissions in formal schools. Initiated in 2017 and fully implemented in 2019, the policy aims to enhance access to educational services with objectives of objectivity, accountability, transparency, equity, and fairness. Employing a qualitative research method, the study utilizes interviews, questionnaires, and documentation as instruments, with data analysis based on an interactive model. The findings of this research are as follows: (1) Both school A and school B support the zoning system policy, emphasizing its role in promoting equality within the educational sector. School A suggests minimal changes in the learning environment and academic achievements, while school B reports changes on academic and non-academic success, alongside adjustments to teaching methods. (2) The schools' experiences highlight the varied outcomes associated with the implementation of zoning system policies. Documentation indicates a significant improvement in academic performance across all subjects in both schools, suggesting enhanced efforts and focused study strategies. (3) The research underscores both schools' shared perspective on the zoning system policy's core objective: eliminating the concept of favourite and least favourite schools to ensure equal opportunities for all students. In summary, while both schools support the policy's overarching goal of educational equality, school A expresses caution about immediate impacts and changes to the school environment, while school B highlights more positive outcomes. The zoning system policy appears to contribute to reducing educational discrepancies among institutions.
