Abstract

The Trade Office of Small and Medium Enterprises Cooperatives (DPKUKM) of Cilacap Regency is one of the elements of regional autonomy which has the task of assisting the Regent in carrying out government affairs which are the authority of the Region in the field of Trade. One of the tasks of DPKUKM is to manage the results of market service fees in accordance with Regional Regulation Number 5 of 2011 concerning Market Service Fees in Cilacap Regency. The purpose of this study was to determine the implementation of the policy of the Small and Medium Enterprises Cooperative Trade Office in increasing the Revenue of Regional Market Service Charges in Cilacap Regency and the factors that influence the Cilacap Regency regional market service levy. The research was conducted with a normative juridical approach. The research location is DPKUKM Cilacap district. Sources of legal research materials were obtained from primary legal materials, namely laws and regulations related to market service fees and secondary legal materials in the form of archives from DPKUKM. The results of the research on the implementation of the policy of the Small and Medium Enterprises Cooperative Trade Office in increasing the revenue of the regional market service retribution in Cilacap Regency cannot be separated from the Cilacap Regency Regional Regulation Number 5 of 2011 concerning Market Service Retribution in Cilacap Regency. Changes in rates are regulated in the Cilacap Regent's Regulation Number 163 of 2019 concerning Changes in Charges Tariffs in Appendix II of the Cilacap Regency Regional Regulations Number 5 of 2011 concerning Market Service Fees in Cilacap Regency, can increase market service retribution revenues. With the achievement of the market service retribution target, DPKUKM gets incentives on the basis of certain performance achievements, namely it can increase market service retribution income because the specified target can be realized as regulated in Cilacap Regent Regulation Number 32 of 2019 concerning Achievement of Performance Targets on Market Acceptance at the Cooperative Trade Office Small and Medium Enterprises in Cilacap Regency for Fiscal Year 2019 and Cilacap Regent Regulation Number 37 of 2020 concerning Achievement of Performance Targets for Market Acceptance at the Trade Office of Small and Medium Enterprises Cooperatives in Cilacap Regency for Fiscal Year 2020.The influencing factors are the subject and object of retribution, levy tariffs, retribution collection system and the widespread development of modern shops in Cilacap district.
