Abstract

Sub-district of Kedungbanteng is one area that is considered as a region with the best performance of National Program for Empowering the Rural People to be Independent, especially in the field of Women's Savings and Loans and the Productive Business Economics in Banyumas Regency. Therefore, the required review of the process of empowerment that has been run as a learning material for the actors in National Program for Empowering the Rural People to be Independent area or another. This study aims to find similarities, differences, driving factors, and inhibitors of empowerment among the Productive Business Economics and Women's Savings and Loans. The method is used descriptive qualitative purposive with sampling technique. These results indicate that the similarities between the Productive Business Economics and Women's Savings and Loans empowerment lies in the dimensions of the concept and process, while the difference lies in the solidity of the group, mechanisms, institutional goal setting, capacity building and compliance with regulations. The Productive Business Economics program is the driving factor is the primary business and networking better, whereas those who are less solid and the detailed mechanism is a factor which is the inhibitors factor. Meanwhile, the drivers of the Women's Savings and Loans is a solid group and an easier mechanism, where business is secondary and the weak network is a factor that inhibits. Implications of this research are Banyumas government needs to build partnerships and the empowerment of periodic monitoring. In addition, the actors need to be built assistance systems and mapping application of independence of National Program for Empowering the Rural People to be Independent.
