Abstract

This research is about the behaviour of Local government work unit (Satuan Kerja Perangkat Daerah) Purbalingga toward financial fraud, This research is entitled “The Effect of Morality, Motivation, Internal Control System and Organizational Culture to Financial Fraud on Purbalingga’s local government work unit”. The purpose of this research was to know the effect of morality, motivation, internal control system, and organizational culture toward financial fraud. The population of this research was 5 workers of each 23 SKPD in Purbalingga. Total respondents were 115 persons. Quota sampling method was used to determine the respondents. Data then tested using analysis factor and multiple regresion analysis. Based on the statistical test the result are as follows, first morality had negative effect on financial fraud, second motivation had negative effect on financial fraud, third internal Control System had negative effect on financial fraud, fourth organizational Culture had negative effect on financial fraud. The implication of the research was that to decrease financial fraud in SKPD, government should be able to motivate the workers and make up their mindset to have a good morality, improve internal control system, and organizational culture by making a good standard operational procedure (SOP) and apply Integrity Pact of the organization that has been agreed.
