Abstract
Penelitian ini menganalisis implementasi National Strategy for Transformation (NST1) Rwanda dalam mencapai Sustainable Development Goals (SDGs) poin 16 yang menekankan perdamaian, keadilan, dan kelembagaan yang kuat pada periode 2017–2024. Dengan menggunakan metode kualitatif deskriptif, penelitian ini menerapkan Teori Implementasi Kebijakan Merilee S. Grindle serta kerangka Development as Freedom dari Amartya Sen untuk menelaah strategi tata kelola Rwanda. Hasil penelitian menunjukkan bahwa NST1 berkontribusi pada penguatan tata kelola, transparansi, dan akses terhadap keadilan, namun masih menghadapi tantangan berupa kapasitas kelembagaan, kebebasan pers, dan perlindungan hak sipil. Secara keseluruhan, NST1 berperan penting dalam mendorong pencapaian SDGs poin 16, meskipun efektivitasnya belum optimal. Reformasi kelembagaan dan perluasan kebebasan sipil diperlukan agar Rwanda dapat mencapai target SDGs 2030 secara menyeluruh.
