Abstract

Government efforts in dealing with cases of violence against women and children with the establishment of family quality improvement policies through the Family Learning Center (PUSPAGA) programs and services. PUSPAGA is a preventive and promotive service unit as a place of learning to improve the quality of life towards a prosperous family. This study aims to examine and analyze the implementation and factors that tend to influence the implementation of Family Learning Center (PUSPAGA) programs and services in realizing community welfare at Social Service for Women's Empowerment and Child Protection Banjar Patroman City. This research is a qualitative research with an empirical juridical approach. This research is located at Social Service for Women's Empowerment and Child Protection Banjar Patroman City with informants involved in PUSPAGA as many as 3 (three) people. The results showed that the implementation of Family Learning Center (PUSPAGA) programs and services in realizing community welfare has been going well, this can be seen from the existence of promotion programs, facilitation programs, services and evaluation of the PUSPAGA program. There are supporting and inhibiting factors in this research. Supporting factors include the availability of PUSPAGA rules and guidelines, good PUSPAGA promotion, facilitation and service programs, good assistance for the community, synergy between DINSOSP3A, PUSPAGA team, partners and village coordinators. The inhibiting factors include lack of human resources, no application, lack of budget, lack of facilities and infrastructure.
